This stamp set is called Celebration Time by Stampin' Up.
It comes in a bundle with the matching die cuts.
Isn't this so adorable? I used gold embossing powder for the words. The Polka Dot Basic embossing folder for the outside and a quick water wash for the background. The set does the rest with the matching die cuts. This would be cute in so many colors!
